Allow table.include.list and table.exclude.list to be updated after a connector is created

    Description

      This is similar to DBZ-175.

      Our use case is that we're using the table.whitelist filter to continuously ingesting existing tables bit by bit. Therefore, the workaround to update the connector, restart, and create a new table won't work in our use case.

      Since mysql connector seems to have this feature already, could we have it for postgres as well?
