This is probably the same bug as https://issues.redhat.com/browse/CS-2517 (fixed by https://gitlab.com/redhat/centos-stream/ci-cd/dist-git-gating-tests/-/merge_requests/71) but in centpkg.

The effect was that when asosedki@redhat.com tried to build crypto-policies, it should have balked and required him to select "zstream" or "exception" (the latter being the one he actually intended but forgot to pass --rhel-target), but instead it incorrectly failed to detect that we were in Exception Phase and built it for zstream.

Please implement a fix for the detection similar to the one above for dist-git-gating-tests in centpkg.
