      When you restart a workspace, it can sometimes fail to start with an `Error creating DevWorkspace deployment` message. This issue can occur if you restart the workspace immediately after it has been stopped.

      Description of problem:

      `Error creating DevWorkspace deployment: Container tools has state Error:` error at restarting workspace. Looks like it depends how quickly workspace was started after stopping.

      DS 3.24.0-RC.10.10 with DWO 0.37.0-RC.09.10

      Steps to Reproduce

      1. Start workspace from any sample
      2. Where it is ready to use restart it on Dashboard by `Restart workspace`

      Actual results:

      Workspace starting fails with `Error creating DevWorkspace deployment: Container tools has state Error:` error

      Expected results:

      Workspace stopped and start successfully

      Reproducibility (Always/Intermittent/Only Once):

      Intermittent.
