Workspace startup time is prohibitively slow

    Description

      Users complain of slow workspace startups. (We have support cases that suggest 30 minutes.)

      Can we find a way to speed things up?

      For reference, here's a typical set of Events from a workspace pod started in a CEE lab (first time this workspace is requested, so images must be downloaded and cached).
      Total time: well over 15 minutes. (Not shown are the 'mkdir' and 'workspace plugin' pods, which ran before this. See attached PDF for illustration of runtime for these two components.)
