Create sync job for chectl -> crwctl

      We need a sync job to align upstream changes in Che repos to downstream CRW ones. May require creation of new GH repos or else creation of subfolders under https://github.com/redhat-developer/codeready-workspaces/tree/master/dependencies/ ... but if using that project, need to ensure that existing sync jobs do not fire for unrelated changes to avoid Jenkins churn.
