Current sync job doesn't properly poll upstream projects for changes.

It needs to watch two projects:

• chectl
• crw-operator - deploy folder only

We should also stop publishing 100s of CI builds... if no versionSuffix is provided, we should just publish a .CI (nightly) build that replaces artifacts and saves space.
