Default side car and plugin broker images pull policies = Always:

• che.workspace.sidecar.image_pull_policy=Always
• che.workspace.plugin_broker.pull_policy=Always

At the same time default pull policies of deployment is "IfNotPresent" in CRW server deployment.

It could potentially break existed installation of CRW after minor updates, when there are fixes in side car images and in Che server image at the same time, for example https://github.com/eclipse/che/issues/15006

In CRW 1.x we used to have pull policies "IfNotPresent" by default for both CRW server and workspace images.
