Installation of Python and Jupyter extensions fail in DS 3.5.0 on airgap cluster

      Description of problem:

      The Jupyter extension installation is failing on DS 3.5.0.RC-03-10 which results in the Python extension not getting installed as well affecting the Python tests.

      Prerequisites (if any, like setup, operators/versions):

      Install DS 3.5.0.RC-03-10 in airgap cluster.
      DS instance : https://devspaces.apps.sitagi-ds-412-airgap.169.54.113.90.nip.io/

      Steps to Reproduce

      1. Start the Python workspace.
      2. Try to install the recommended Python extension.

      Actual results:

      Python extension installation fails because of an issue with the Jupyter extension.

      Expected results:

      Python extension successfully installed.

      Reproducibility (Always/Intermittent/Only Once):

      Always in x86/Power
