could not connect to remote localhost:9990 [EAP XP3 Microprofile devfile]

Cannot run project on port :9990

Steps to repro:

Step 1:

• send a slack message to cluster-bot: launch 4.10 gcp to start a cluster. [this could take up to 30 mins]

Step 2:

• log into the cluster as kubeadmin, get the token login, paste to console to log in via commandline. Then run this script to install from the latest IIB image:
• ./installDevSpacesFromLatestIIB.sh -t 3.0 --get-url [this could take up to 10 mins]

Step 3:

• open dashboard from the URL in the console above
• click on EAP XP 3 Microprofile devfile tile, wait until workspace loads
• open the command palette from the cube icon on the right, click the update, then build, then run commands under tools ... wait as the internet get downloaded

The run command will fail with:

[ERROR] Failed to execute goal org.wildfly.plugins:wildfly-maven-plugin:2.0.2.Final:deploy (default-cli) on project microprofile-fault-tolerance: Failed to execute goal deploy.: java.net.ConnectException: WFLYPRT0053: Could not connect to remote+http://localhost:9990. The connection failed: Connection refused -> [Help 1]
