Update to Maven 3.8 in UDI

    Description

      Today we include Maven 3.6 in UDI, as that was what was used with the older JDK 8 sidecar.

      But sounds like Quarkus needs 3.8 (see CRW-2732), so perhaps it's time to update the samples that use maven to use 3.8?
