Once we have the 2.15.x branches in place, we can then start updating util.groovy / util2.groovy so that it uses operator-bundle instead of operator-metadata.

Need to also make sure that sync*sh scripts for operator + bundle are using the correct CSV versions (2.16.0) rather than the .100 convention used in 2.14 and 2.15.

• update util(2).groovy
• remove metadata from *.groovy + *_2.x.jenkinsfile jobs (look for TODOs)
• check crw-images/crw-operator*/build/scripts/sync*.sh
• check crw-chectl/build/scripts/sync*.sh
• disable crw-operator-metadata.groovy for 2.16 (see TODO)
• copy/merge _2.16 jobs to _2.x, replacing the current _2.x (which use the _2.15 style with both metadata and bundle)
• check code in crw/product/updateVersionAndRegistryTags.sh (where we set .100 on the CSV bundle version) and remove what we can
