In prep for 2.15, build pipeline and logic for building the operator-metadata image was removed.

But since 2.15 is now the final OCP 3.11 supporting release, it needs to include operator-metadata again.

crw-update-digests, build-all, and other jobs will need to be updated so they more closely align to what's being done in CRW 2.14 version of jobs. Then the 2.x jobs can become the template for 2.16.
