Update UDI to .NET 6 (for x64 and Z)

    Description

      CRW 2.13 includes a tech preview container based on ubi8/dotnet-31:3.1-21

      But there is now a dotnet-60 container in RHEC which is supported on two of our arches: x64 & Z (not yet Power).

      Should we update the devfile to .net 6.0 and include it for all x64 and Z?
