Provide devfile for IntelliJ IDEA editor in CRW

      With the addition of IDEA as an optional (technical preview) IDE, it would make sense to provide a CRW-friendly devfile that can be used to start this IDE.

      Option 1:

      • publish the devfile into the devfile registry GH repo, but do not include it in the devfile registry itself; can blog about the file and provide a link to opening it in workspaces.openshift.com

      Option 2:

      • publish the devfile into the devfile registry GH repo, and DO include it in the devfile registry so it appears with the Get Started tiles for CRW 2.12 on x64 (not yet supported for Z or Power arches - see CRW-2163 )

      QE used this devfile to test 2.11:

      As of discussions in slack on 09/24, seems like for at least the 2.12 release, we'll include a v1/v2 devfile OUTSIDE the registry.
