Product management would like to move the koku metrics community operator through the alpha, beta, preview, and stable release channels. For reference see https://docs.openshift.com/container-platform/4.6/operators/understanding/olm/olm-workflow.html.  Each of these release channels will require work to transition.  Additionally, we will like to ensure that the users have time to give us feedback as we progress.  Outline of release schedule plan

• alpha channel will last until the end of February 2021
• beta channel until the end of March 2021
• preview channel until the end of April 2021
• stable channel after April 2021

We plan to certify the operator as well.  That will coincide with our transition to the stable channel.  See https://issues.redhat.com/browse/COST-22
