New cost management operator for a better onboarding UX

      Supported operator is published as a level 3 operator:
      - Automatic configuration (install the necessary components) and make sure that those components are working as expected (i.e. cluster id is present, storage is present, it is possible to access prometheus).
      - It must be possible to create new versions of the operator that are automatically installed in the cluster for minor and major versions
      - It should be possible to backup and restore all configuration and data. (3 days out of the box, configurable for air-gapped and other installations)

      As a user I want a more streamlined experience with cost management from a Red Hat official operator so I can, with full trust, onboard for cost management effectively and efficiently.

      The operator should be able to configure my OCP and (if applicable) cloud source via operator custom resource. The operator should improve its capabilities beyond Level 1 on the operator capability model (https://docs.openshift.com/container-platform/4.5/operators/olm-what-operators-are.html)
