Right now Nise can generate SavingsPlanCoveredUsage line items but it does not generate the matching SavingsPlanNegation line item. This makes testing specific logic around this impossible without REAL customer data of a particular class. Something we don't really have access to in our test automation.

We should update Nise to include these negation line items to improve our IQE test coverage.
