In AWS bills today we have found Savings Plan Negation line items which do NOT have relations to resource_ids or tags. This means there is no way we can match these line items to any OpenShift metrics, thus they are missing from any OCP on AWS tables/reports.

This is confusing to the user because the OCP on AWS perspective in our UI/API has higher cost than the AWS perspective.

We either need a mechanism to evenly distribute these discounts across all resources or show the user the cost type break downs on both endpoints so they can see where the disparity is.
