In order to validate and add test automation for COST-3571, we would need to add  to Nise tool the option to generate data up to a specified hour (instead of midnight).

So we will either need:

• existing start-date/end-date params to support also datetime (that would be probably the best solution from user-point of view, but not sure if it is easily doable)
• OR add new params start-datetime/end-datetime that would be used as an alternative tostart-date/end-date
• OR add new params start-hour/end-hour that would be used together with start-date/end-date
• OR add new param end-hours-ago indicating how many hours ago we want our data to end
• OR any other solution that would provide us with the given functionality

For now we need it mainly for OCP, but eventually it would be good to have this option for all providers (well we don't need it for Azure)
