Switch our operator uploads to always contain the full calendar day's data.

• do not change the upload cadence, just the content of the reports.
• the uploaded report contains all of the data for that day from midnight to the current report time.
• Upon cross over to a new date, the operator will package files for the prior day and save them for the next upload.

This change would make it so that on the cost management side, when we receive a new upload, we can always delete the existing data for that date and know that the upload will contain the full day's worth of data.
