Create a migration to rename "platform" & "Platform Unallocated Capacity"

      We will need to create a migration to rename the costcategory field from "platform" to "Platform". 

      This migration will also need to update the namespace from 
      "Platform Unallocated Capacity" to "Platform Unallocated" to matching the naming convention added here: https://issues.redhat.com/browse/COST-3331
