Description
The crawl phase of cost of running OpenShift involves bucketing the costs described in COST-2818 and distributing them using a default strategy. See the epics for more details.
As an addition, negative filtering will be implemented to allow filtering out the platform and idle costs, in case users are only interested in the cost of the user workloads.
