User Story:

In AWS European Soverign Cloud, the Amazon Resource Name (ARN) syntax is: arn:aws-eusc. Any o/api fields that accepts ARNs must allow EUSC format under a featuregate.

This story focuses on creating a feature gate. The validation update will be done in CORS-4337 .
