Update the GCP PlattformStatus field of the Infrastructure API https://github.com/openshift/api/blob/master/config/v1/types_infrastructure.go#L605 to include the LoadBalancer(LB) IP addresses for API, API-Int and Ingress LBs when the custom-dns feature is enabled.

Also update the Installer to set the dnsType to `ClusterHosted` within the Infra CR when `userProvisionedDNS` is enabled via install-config.
