UIPlugin setup fails in Openshift 4.16

      1. Openshift 4.16 cluster using CRC
      2. Deploy the Observability operator from upstream 

      3. Create any one of the UI plugins. The plugin instances are created with an error.

      Creating UIplugin via COO in Openshift 4.16(crc cluster) causes the the following errors. Not sure if the issue is seen in 4.17 as well or in clusters other than crc.
