Console is blank after enabled troubleshoot-plugin

      The console can not be opened after login when troubleshoot-panel is enabled.

      Version to be reproduced:

      Not 100% reproducible.   Both jianrzha@redhat.com and me hit this today. 
      4.17.0-0.nightly-2025-11-03-182249,4.18.16

      No such issue when I use 4.18.0-0.nightly-2025-11-05-142225, 4.19, 4.20

       

      Step to reproduce:

      1. deploy COO
      2. enable troubleshoot plugin
      3. login the OpenShift-console

      Expected result:

      The console can show troubleshoot-panel

       Actual Result

      The console is blank after Login.
