Add "Debug in Terminal" feature for Running pods in web console

      In OpenShift Container Platform 3.11, it was possible to debug Pods from the Web Console using the "Debug in Terminal" functionality, see snippet below even for Running pod
       

      • This feature was missing in OpenShift Container Platform 4. However recently as a part of https://issues.redhat.com/browse/RFE-1935  `Debug in terminal` feature has been delivered in 4.10 but only for the pods which are in crashloopback off.
      •  The customer is looking for this feature for normal running pods as well.   

       

      Customer was seeking the "Debug in Terminal" link, as they frequently use that in Openshift 3.11 to work with applications that are in-distress. When pods are starting, and the application is erroring - applications want to use this feature in Openshift 4.10.30?
      need the "Debug in Terminal" link for normally running pods (as it did in openshift 3.11)?
