Add "Debug in Terminal" functionality in Web Console

2. What is the nature and description of the request?

In OpenShift Container Platform 3.11, it was possible to debug Pods from the Web Console using the "Debug in Terminal" functionality:

This feature is missing in OpenShift Container Platform 4. This RFE requests that this feature is re-introduced for the OCP 4 Web Console.

3. Why does the customer need this? (List the business requirements here)

Internal projects at the customer are using the OpenShift Web Console extensively to manage their workload. The web console is an important use case for this customer and it is important that features can not only be used via the CLI but also via the console.
