Compatibility of User APIs with Hosted Control Planes 

As a cluster instance admin, I am used to configuring an idp from inside the cluster when managing users in the OpenShift web console. However, I am currently prompted to do so and there is no indication not to reflect that the IDP and other global configurations are being externalized.

Goal

• We want to provide clear messaging to cluster instance admin when configuring the idp or other global configurations in the OpenShift web console.
• We want to make sure that they understand that the IDP is being externalized.
