Console server - Backend changes

We need to update the logic in the console server so it takes the 
copiedCSVsDisabled variable from the console-config.yaml and combines it with the map of managed clsuters and their copiedCSVsDisabled variables.
This new map which will combine hub and managed clusters will be available in window.SERVER_FLAGS.copiedCSVsDisabled

In case of non ACM setup only a single entry of the local cluster will be available in window.SERVER_FLAGS.copiedCSVsDisabled variable
