Investigate using Cypress mock responses for multicluster testing

Investigate how we could mock multicluster environment in our CI using Cypress, without provisioning multiple clusters.

AC: Based on the conclusion of the investigation create a follow up story. If we figure out Cypress is capable of mocking multicluster env. create a story that will cover creating a multicluster TC. Otherwise we will need to revisit https://issues.redhat.com/browse/CONSOLE-3388
