Graphql is currently unsupported in a multicluster environment. We need to update the console frontend graphql implementation so that queries can be made to spoke clusters. Graphql is used for api discovery. This enables search functionality and api explorer in a multi cluster environment. 

Story involves passing the active cluster using the graphql codebase. May need to replace the existing static functions with hooks that can be updated after startup.

Acceptance Criteria:

• In a multicluster environment, GraphQL queries should be made to the currently selected cluster, and things like API discovery that rely on GraphQL should work as expected.
