Graphql is currently unsupported in a multicluster environment. We need to update the console backend graphql implementation so that queries can be made to spoke clusters.

Acceptance Criteria:
In a multicluster environment, GraphQL queries should be made to the currently selected cluster, and things like API discovery that rely on GraphQL should work as expected.
