​OCP console works when copied CSVs are disabled - frontend changes ​

      The console frontend should consume the "COPIED_CSVS_DISABLED" flag and change the behavior of related OLM pages. When true, the "Installed Operators" page will list CSVs from the "openshift" namespace as globally installed. Additionally, links to these globally installed operators will remain in the current active namespace but show details for the appropriate CSV.
