Story:
As a non-privileged user that does not have cluster-wide permissions, I would like the console to continue support Global Operators being installed and made available to me in a namespace I owned when copied CSVs are disabled, so I can:
- see and discover those Operands/APIs (type of custom resources) provided by the Operators
- create, replace, update, and delete those Operands/APIs (type of custom resources) provided by the Operators
