Bump CVO's API with the console capability

We need to bump CVO's API with the console capability and vendor it into the openshift/cluster-version-operator repo.

Here is the overall enhancement doc.

AC:

• Introduce the console as a new capablity name in the openshift/api repo, like this.
  • If no versioned capability set exists for the current OCP version under development, introduce one as part of your pull request.
• Bump the openshift/api vendored dependency in the openshift/cluster-version-operator repo, like this, so the cluster-version operator will understand the new annotation and its vCurrent inclusion status.
