Push the generated dynamic plugin API docs to github so that they can be accessed through github pages.

AC: 

• Generated `api.md` and `console-extensions.md` files are pushed to the repo and are accessible through github pages.
• CI frontend tests check that generated dynamic plugin docs are up to date, and fails if they are not.
