SPIKE: Remove duplication in extensions for adding tabs to resource pages

      There are currently 2 different extensions that can be used to add tabs to resource pages:

      • console.tab/horizontalNav
      • console.page/resource/tab

      Investigate why there are 2 extensions and the differences between them.

      If there is a duplication, the outcome of the SPIKE would be a new story that would remove the dup. Otherwise close the SPIKE.
