Provide notification in the cluster dropdown to use the cluster HUB - Back end / front end work

    • HAC Infra OCP - Sprint 227, HAC Infra OCP - Sprint 229

      As a user I want to be notified in the cluster dropdown that I should be using the cluster console on the HUB rather than on the local console.

      Acceptance criteria:

      • Confirm with UX team the UI output of the story
      • A notification is provided in the cluster dropdown when not using the HUB console
      • Without rbac permission, then no alert is displayed
