As a user, I want to be able to favorite certain clusters in the cluster dropdown so they appear at the top of the cluster list similar to the way favorites work on the project dropdown and application dropdown.

Acceptance criteria:

• The cluster dropdown has 's to add favorite clusters and they appear at the top of the list of clusters
