Add filter/search capability in cluster dropdown

As a user, I want to be able to filter my list of clusters in the cluster drop down by name similar to the way i filter projects using the project selector and application selector.

Acceptance criteria:

• Confirm with UX team the UI output of the story
• Cluster dropdown has a text filter that filters on the list of cluster names
