SPIKE: Investigate testing strategy for multi-cluster

Our current tests spin up a single cluster and run tests against the in-cluster console. As we start working on multi-cluster, we'll need a way for our CI to test a real multi-cluster environment with ACM enabled. We should work with the test platform team and ACM team to understand the best way to approach testing multi-cluster. We might need to create a pool of test clusters instead of spinning up multiple clusters for every job.

 Acceptance Criteria

• Vet our plan with the test platform team to verify it makes sense and is feasible
• Document the proposed approach

If we are unsure an approach is workable, we might need to validate it with a POC.
