This story is a subset of CONSOLE-2882

Goal
We often hear that notifications are overwhelming and it is hard to filter the noise from what the user cares about the most. This unit of work would allow users to customize what notifications appear in the drawer, ultimately adding value for users.

Note: These settings will only apply to the notification drawer and not the alert receivers. 

Acceptance Criteria

• Allow users to filter workload notification from all user projects.
  • This can be a checkbox on the Notifications drawer in user preferences.

Note that the following (and attached) designs are for the entire work (see CONSOLE-2882), this story only requires that a single option to filter workload notifications for all user projects is required.
