Integrate multicluster POC operator changes

    • HAC Infra - Sprint 213

      Clean up and integrate the console operator POC from story CONSOLE-2825. We need to make sure that the operator continues to function as before when ACM is not installed. This depends on CONSOLE-2832, which integrates the backend changes.

      We are likely blocked by ACM-786 since we don't want to give the console operator access to all secrets in all namespaces. We could consider merging what we have and then updating when ACM-786 is complete, however.

      Acceptance Criteria

      • Operator code should be merged, but inert when ACM is not installed
      • Test coverage (implementation TBD)

          		 Filter out non-OpenShift clusters from ManagedCluster list Sub-task Closed Major Unassigned
          2.
          		 Update spoke cluster OAuth client redirects if hub cluster public hostname changes. Sub-task Closed Undefined Unassigned
