Surface resource-related quick starts

Goal

Resource list pages should include a "Quick starts available" label or action when the resource has associated quick starts.

Acceptance criteria

1. As a user, when I land on a resource list page that is empty, I should be able to easily get started creating that resource using an existing quick start (or multiple) by selecting an action in the empty state.

2. As a user, when I land on a resource list page that is populated, I should be able to easily get started using that resource using an existing quick start (or multiple) by selecting the "quick starts available" label in the page heading.

3. As a developer, I will work with the Virtualization team to help them remove their one-off solution for showing quick starts in the empty state message.
