Write an enhancement proposal describing how we can use access review with other console extension CRDs (like we do today for quick starts). Quick starts have an `accessReviewResources` property that controls what users see the quick start:

> accessReviewResources contains a list of resources that the user's access will be reviewed against in order for the user to complete the Quick Start. The Quick Start will be hidden if any of the access reviews fail.

We should address any issues around backwards compatibility.

This is needed to implement CONSOLE-2745. When the enhancement proposal is merged, we should create any necessary subtasks for CONSOLE-2745.
