Console: Ability to plugin in end-user analytics tool: Segment.io

As an Admin, I would like to connect my segment.io account to the OCP Console, in order to get insight into how our users are utilizing the UI.

Rules of engagement 

• Customers to connect their segment.io account to the OCP Console.
• Opt-in model: Admins would explicitly have to set the configuration flags. i.e Segment.io token
• No PII data would be sent back.

 Doneness Criteria

1. UI to set configuration flags to connect to customer's Segment.io account
2. The following metrics will be sent back to Segment.io
   1. Console URL's visited, duration
   2. User Preferences
      1. Quickstarts started and completed
