      Goal

      The goal is to build visibility into latency spikes as seen by qemu. We should fire an alert of info level whenever a spike is observed, and the threshold is crossed. We should fire a higher severity alert (whatever is above info) when the threshold is crossed multiple times over the course of 5 min. For this CNV needs to build on RHEL-141617.

      • \"As a CNV support engineer, I want to be alerted when a VM experiences high IO latency spikes, so that I can proactively investigate potential storage performance issues.\"
      • \"As a cluster administrator, I want to receive a higher severity alert if IO latency thresholds are repeatedly crossed within a short period, so that I can prioritize troubleshooting persistent performance problems.\"
