Goal
The goal is to build visibility into latency spikes as seen by qemu. We should fire an alert of info level whenever a spike is observed, and the threshold is crossed. We should fire a higher severity alert (whatever is above info) when the threshold is crossed multiple times over the course of 5 min. For this CNV needs to build on RHEL-141617.
