In order to prevent a UI drift, The API to fetch alerts and alert rules must support all ARC options.

Even though we don't plan to support creating/updating ARCs with Regex, when we query the API, it should still evaluate all ARCs, even if there are ARCs that were added with Regex and impact more multiple alert rules.
